You can choose to export all members, only active ones, or blocked ones.
Follow these steps in a segment or tag.
Click on "Actions" in the top right corner
Then click on "Export to XLS"
Here you can choose whether you want to retrieve all subscribers, only active subscribers, or only blocked subscribers
After that, click on "Export"
